This work is the response to Chief Justice Warren’s request, in 1959, that the Institute "undertake a special study and publish a report defining, in the light of modern conditions, the appropriate bases for the jurisdiction of federal and state courts." That study is presented in this volume and it includes proposed revisions of Title 28 of the United States Code delineating the jurisdiction of the District Courts, the procedure for its invocation, and the limitations on its exercise in certain cases.
