Josh M. Hsu of Jenner & Block provides strategic counsel and guidance to clients on a full range of public policy issues, applying his experience at the highest levels of government to help clients navigate matters dealing with crisis management, congressional investigations, and litigation.
Josh’s more than decade-long career in public service spans a broad range of issues impacting the technology industry, and voting, civil, and reproductive rights, among others. He most recently served as Counsel to Vice President Kamala Harris as her chief legal advisor in the White House. Prior to that, Josh worked on the Biden-Harris Transition Team in 2020 and as National Policy Director on Kamala Harris’s presidential campaign. And before that, he worked in the Senate for eight years, first as Chief Counsel for Nominations for then-Ranking Member Patrick J. Leahy of the US Senate Judiciary Committee and then as General Counsel and Deputy Chief of Staff to then-Senator Kamala Harris.
Josh has extensive experience with congressional investigations and congressional hearings. As General Counsel to then-Senator Harris, Josh advised and counseled the senator on all issues and hearings before the Judiciary Committee. Josh also advised and counseled the senator on the investigation of Russia’s interference in US elections and prepared the senator for the hearings about Judge Brett Kavanaugh’s nomination to the US Supreme Court.
Josh also has deep experience vetting and evaluating candidates for judicial nominations and other high-level government positions. As Chief Counsel for Nominations on the US Senate Judiciary Committee for then-Ranking Member Patrick Leahy, Josh evaluated and reviewed over 200 judicial nominations to the federal courts. Josh worked on high-level nominations to the US Department of Justice, including Attorneys General Loretta Lynch and Jeff Sessions. As Director of Judicial Nominations for the Biden-Harris Transition Team in 2020, Josh advised and helped develop a judicial nominations strategy for the Biden-Harris administration and vetted potential judicial candidates.
And as Counsel to the Vice President, Josh was part of a team that evaluated and reviewed President Biden’s judicial nominations, a role in which Josh also advised on the historic nomination of Justice Ketanji Brown Jackson to the US Supreme Court.
In addition to his public service, Josh has been an active member in the National Asian Pacific American Bar Association since 2009 and was named one of NAPABA's best lawyers under 40 in 2015. He is also the recipient of the 2023 Pioneer Award by the Asian Pacific American Bar Association of DC.
