Andrew Keller has over two decades of federal government and private sector experience at the intersection of foreign relations, international, and national security law and policy. He currently serves as the Chief Democratic Counsel for the United States Senate Committee on Foreign Relations (SFRC). In that capacity, he oversees all legal matters and legislative activity related to U.S. foreign policy and national security, including concerning U.S. sanctions, for the Committee’s Chair and Democratic staff.
Mr. Keller spent a decade at the U.S. Department of State in various senior roles: He served as the Deputy Assistant Secretary for Sanctions and Counterthreat Finance, playing a key leadership role in the development and implementation of economic sanctions policy, including concerning Iran, Russia, Venezuela, North Korea, Myanmar, and Cuba, and co-led the U.S. government’s counter-ISIL finance efforts. Mr. Keller also served twice in the State Department’s Office of the Legal Adviser, most recently as a Deputy Legal Adviser to the Secretary of State. He led priority initiatives for the Secretary, U.S. delegations in international negotiations, and the response to congressional investigations, and handled legal matters related to counterterrorism, law enforcement, intelligence, foreign sovereign immunity, and other areas.
Mr. Keller was also a partner at Hogan Lovells, where he represented and advised clients on economic sanctions, export controls, and international trade regulation. He has taught as an adjunct professor at Georgetown Law, and he began his legal career as a law clerk to the Honorable Royal Furgeson, U.S. District Court for the Western District of Texas.
