Judge Barbara Howe (Ret.) is an attorney mediator of federal, state court and private cases in western New York. She retired as a state judge in 2018 after 30 years on the state court bench. Judge Howe began her judicial career in 1988, when she became an Associate Judge of the Buffalo City Court. She then was elected to the New York Supreme Court in the 8th Judicial District, where she served from 1992 through 2003. She then served as New York State Surrogate Judge for Erie County from 2004 through December 2017.
