B.A., Rice University; J.D. University of Texas at Austin. Fred Murray is an attorney (District of Columbia, Maryland, New York, and Texas (Board Certified in Tax Law, Texas Board of Legal Specialization), and various federal courts) and C.P.A. (Florida, Texas, and Maryland).
He is currently a Special Counsel and Professor in Residence on the Chief Counsel’s immediate staff in the Office of Chief Counsel of the Internal Revenue Service. His previous experience includes current and past public law and accounting practice, government service as Deputy Assistant Attorney General in the Tax Division at the Department of Justice and previously as a Special Counsel to the Chief Counsel for the Internal Revenue Service, where he served as legislative counsel to the Internal Revenue Service and was involved in drafting of legislation and testimony, legislative investigations, and other Congressional matters, litigation, and in regulations, revenue rulings and other agency guidance. Fred also served as Vice President for Tax Policy at the National Foreign Trade Council and General Counsel and Director of Tax Affairs at the Tax Executives Institute. He testified as the sole witness on behalf of the private sector in the Senate Foreign Relations Committee on the Venezuela and Italy tax treaties, and in the House Ways & Means Committee on tax reform, and helped manage the passage of billions of dollars of international tax legislation.
He has served twice as a member, and as a former Chair, of the U.S. Internal Revenue Service Advisory Council (formerly the Commissioner’s Advisory Group, 1953 – 1998); a former member of the U.S. Internal Revenue Service Information Reporting Program Advisory Committee; a former Advisor to the International Tax Working Group of the United States Senate Finance Committee; and a former member, Commissioner’s Advisory Council, Department of Taxation and Finance, State of New York.
He has served as Vice Chair for Continuing Education, and a member as well as former Council Director, of the governing Council of the American Bar Association Section of Taxation; former Chair, Subcommittee on Tax Treaties and Competent Authority Matters, U.S. Activities of Foreigners & Tax Treaties Committee; former Chair, Administrative Practice Committee; and also a member, Foreign Activities of U.S. Taxpayers, Corporate Taxation, Government Relations and Government Submissions Committees, American Bar Association Tax Section. He is a member of the Steering Committee of the Federal Bar Association Tax Section (previously Chair 2012-2013 and 1998-1999), and a Fellow of the American College of Tax Counsel. He is a Life Elected Member of the American Law Institute, a member of the International Bar Association, a member of the International Fiscal Association, a member of the American Institute of Certified Public Accountants, and a member of the Bloomberg BNA International and Transfer Pricing Tax Advisory Board. He is the 2020 Recipient of the Kenneth H. Liles Award for Distinguished Service, presented by the Federal Bar Association Section of Taxation to recognize outstanding service and dedication to the field of tax law.
Fred has taught courses on U.S. International Taxation (both inbound and outbound); Tax Planning and Reporting Issues for Cross-Border Transactions (post-2017 Tax Reform); Civil Tax Procedure and Litigation; Professional Responsibility and Other Practice Issues (including accounting for income taxes, writing of opinions, SOX and Dodd Frank Act and corporate governance matters) for Corporate Tax Advisors; Deferred Compensation and Employee Benefits Taxation; Transnational Entity and Investment Structures; International Investment Arbitration; International Business Transactions; and, Strategic Government Relations - Litigation and Legislative Processes for Managers. (J.D., and L.L.M. in Taxation and International Economic Law Programs.) He has served as Director of the Graduate Tax Program and Professor of Taxation Practice at the University of Florida Frederic G. Levin College of Law. He previously taught for thirteen years as an adjunct member of the faculty at Georgetown University Law Center. Previously, Fred Murray was also an adjunct professor at the University of Texas School of Law, Rice University Jesse H. Jones Graduate School of Management, and the University of Houston Law Center. He has also lectured at the New York University School of Law.
In addition, he is author of 6845-1 T.M., U.S. GAAP and Related Administrative Requirements for the International Tax Practitioner, BNA Tax Management Portfolios, Foreign Income Series, and an author and speaker on taxation and tax controversies, private wealth and business structuring, accounting and financial reporting, corporate governance, international and property law matters in more than 300 books, publications and programs published or conducted by various organizations in the United States and other countries. He has been cited in articles in the press in the U.S. and abroad.
He serves and has served in various civic and charitable organizations, including as a member of the Executive Committee of the Board of Directors of the Houston Symphony Society, teaching in IRS VITA programs for military members and low-income taxpayers and faculty supervisor of UF VITA site, and as a Catholic Charities Runner in the Marine Corps Marathon.
