Thomas Byron is Deputy General Counsel for Litigation at the Federal Trade Commission, overseeing all appellate litigation for the Commission.  Tom was previously Rules Committee Chief Counsel at the Administrative Office of the U.S. Courts (AO), responsible for overseeing the work of six committees of the Judicial Conference that consider amendments to the Rules of Appellate, Bankruptcy, Civil, and Criminal Procedure, and the Federal Rules of Evidence.  He was the AO's liaison member of the Administrative Conference of the United States and a member of the ACUS committee on judicial review.  

Before joining the AO in 2022, Tom practiced appellate litigation for 30 years, including 25 years at the Department of Justice, Civil Division, Appellate Staff, most recently as Senior Appellate Counsel for National Security.  He has argued over 100 appeals in federal appellate courts and state supreme courts, and supervised and briefed many more, including in the Supreme Court.  While at DOJ, he served on a detail in the Office of the Deputy Attorney General and received several awards, including three John Marshall awards.  He also practiced at Mayer Brown in DC and clerked for Judge Carolyn Dineen King on the Fifth Circuit.  He is a member of the Edward Coke Appellate Inn of Court.

Tom teaches International Law as an adjunct professor at Georgetown Law, a position he has held since 2013.
