Richard Hunter graduated cum laude from Amherst College in 1973 and received his juris doctor degree from Georgetown University Law Center in 1976. Mr. Hunter began his legal career in the Virgin Islands as the law clerk to two distinguished judges of the Superior Court, the Hon. Louis Hoffman (1976) and the Hon. Henry L. Feuerzeig (1977). He was a partner at Hunter & Cole, served as Chairman of the Unauthorized Practice of Law Committee of the Virgin Islands Bar Association (1983-1988), was President of Virgin Islands Bar Association in 1995, is the founding partner of Richard H. Hunter PC, and currently serves on the Committee of Bar Examiners of the Supreme Court of the Virgin Islands.  He is a member of the bars of the U.S. Virgin Islands, the Commonwealth of Virginia and the District of Columbia and is admitted to practice before the District Court of the Virgin Islands, United States Court of Appeals for the Third Circuit and the United States Supreme Court.
